Eugen Hriscu, MD.

You do not know me and I know very little about you, except the fact that you are managing one of the most expensive cultural projects, in one of the poorest countries in Europe. As someone who has spent his whole professional life being refused by the authorities for lack of money in helping the homeless, the addicted and the mentally-ill, I kindly ask of you to stop. Art does not justify grandiosity and recklessness!

Since you have lived a good part of your life in Russia, you probably remember the tendency of the communist states to mask their failure in taking care of their citizens’ most basic needs with huge public investments into utterly unnecessary, but very visible projects. In Bucharest, whole neighborhoods were destroyed and thousands of people were displaced to make room for the colossal architectural wound that we now call the Palace of Parliament. This tendency has not been forgotten by our post-communist leaders who continue to spend recklessly so that they can take a grand stand before the public and hide their depressing lack of accomplishments. For a few years now, successive Romanian governments have spent tens of millions of euros, building one of the biggest cathedrals in the world, a sign that those special human beings we call politicians will literally step over dead bodies to be reelected (Romania has not managed to build a single major hospital since the 1989 Revolution).

Just recently, the whole country was shocked to see the barbaric conditions that people with severe intellectual disabilities were held in – locked in cages, toilets overflowing under their windows. There was just one nurse to take care of thirty severely ill individuals. Can you imagine the difference it would make in the life of these fellow human beings the money that we as a nation spend only on the travel and accommodation of a single big orchestra in this monumental festival?

Our leaders keep repeating that all this money (9 million euros in 2013, surely much more now that the festival is bigger, although no one is telling us how much) will improve the image of Romania and increase the standing of Enescu’s music on the international stage. You are living in Berlin; I am sure you know what Romania’s image is abroad. No grand festival will improve Romania’s image abroad, unless we manage to tackle the poverty, the lack of access to education, health and economical opportunities that force so many of my countrymen and women to flee abroad by the millions. With respect to Enescu, he is not the only artist that this country has rejected in life, only to sing his praises after death (Brancusi is another example). Meanwhile, countless young Romanian kids are wasting their childhoods on the streets of their cities, where, instead of sports or learning to play an instrument in publicly funded classes, with publicly funded teachers and trainers, their only options to spend their time are drugs, crime and the ubiquitous gambling venues. Do you have any idea how many kids could learn to play an instrument with the money from a single cameratta?

In the end, I would like to address the issue of art. I am not an artist, but I have great respect for artists and the few that I met have always left me with a feeling of humbleness and awe. Surely, there is a budget for health and there should be a separate budget for art. But don’t you find it utterly unethical for you to be presiding over such a careless spending by such a poor country, with such big unresolved needs? If this would be done by an individual, I would not hesitate to diagnose him as mad.

From your very public position, I would consider it a humane and noble act to tell the Romanian government that you cannot possibly accept such a huge budget and that you are happy to preside over a smaller festival and advise our politicians to read the news, Mr. Jurowski.

***

As for my fellow, music loving Romanians, I pray forgiveness. When I was a child, I wanted toys and sweets that my mother, always short on money, could not afford to buy me. I was angry then. I am not anymore now. We are not children living in a fantasy world. We shouldn’t behave as such. Not even for a month!

Sincerely,

Eugen Hriscu, MD.
